		<description>So, Larry, by your words, "call the creditors, make a deal, do it yourself" do you mean that the regular person on the street can ask the creditors to decrease their balance due if they are not currently delinquent on their loan?  For instance, the person with over $20,000 on a credit card with one of those promotional rates at less than 5%.  If that person is current and in good standing with no late payments, can they negotiate for a lower balance?  Or is your statement meant for a different scenario?</description>
